To start Game from New Game, you need to create Protagonist. Not only Name but Gender, Hair Style, Eye, Costume, Voice etc. will be set. Character Creation has a high degree of freedom, and you can create a Protagonist as you like. Also, the set voice will affect some cutscenes.
